​Multiple agencies operate under the aegis of the Council of Arab Interior Ministers, all of which endeavour to accomplish the Council's objectives. These entities include:

First: The General Secretariat

The General Secretariat occupies a preeminent role as the Council's executive, technical, and administrative apparatus. It operates in accordance with the Council's regulations and bylaws and performs the tasks requested by the Council. In addition, the General Secretariat prepares for the Council's meetings and receives and distributes the documents and resolutions of the Council and its committees. It also follows up on the Council's decisions, strategies, agreements, and plans related to a wide array of fields, including the security front.

There are five specialised offices in the General Secretariat:

1- The Arab Bureau for Supporting Security Services Affairs (headquartered in Baghdad)

The principal objective of the office is to foster and strengthen cooperation among member states in vital domains such as nationality and civil status, correctional and rehabilitation endeavours, traffic safety, and other security-related initiatives. Additionally, the General Secretariat is firmly dedicated to providing technical support in the aforementioned fields, as and when requested by member states.

2. The Arab Bureau for Drugs and Crime Affairs (headquartered in Amman)

The office is dedicated to advancing and reinforcing cooperation among member states in pivotal areas, including drug control, border and crossing security, investigations and forensic evidence, countering transnational crime, and delivering necessary aid to states concerning these realms.

3. The Arab Bureau for Civil Protection and Environmental Affairs (headquartered in Rabat)

The office enforces cooperation among member states in crucial fields, including civil protection (civil defence), combating crimes that jeopardise environmental safety, and providing support upon request by member states in these domains.

4. The Arab Bureau for Security Awareness and Media (headquartered in Cairo)

The bureau is dedicated to enhancing cooperation and coordination among member states in crucial domains, including security media awareness for countering a wide range of crimes and upholding human rights in security operations. Moreover, it provides assistance to member states upon their request in these areas, disseminates information about the activities of the Council of Arab Interior Ministers, its General Secretariat, and other entities, and represents the Council's General Secretariat at the General Secretariat of the League of Arab States.

5. The Arab Bureau for Combating Extremism and Terrorism (headquartered in Riyadh).

The primary objective of the office is to cement cooperation among member states in the crucial realm of combating extremism and terrorism, enhancing intellectual security, and providing support as requested by member states in these areas.

Second: Naif Arab University for Security Sciences (based in Riyadh)

The university serves as the scientific arm of the Council of Arab Interior Ministers and operates under the auspices of a supreme council, presided over by His Royal Highness Prince Abdulaziz bin Saud bin Nayef bin Abdulaziz Al Saud, the Minister of Interior in the Kingdom of Saudi Arabia and the Honorary President of the Council of Arab Interior Ministers.

The university's primary focus is on advancing research in the fields of crime prevention and police sciences, introducing the principles of Islamic criminal legislation, enhancing the caliber of training in crime prevention and combat throughout the Arab region, preparing proficient trainers, and establishing linkages with scientific, social, and law enforcement institutions at the Arab level.

Third: The Arab Police Sports Federation (based in Cairo)

The federation is an associated body of the General Secretariat of the Council of Arab Interior Ministers, with a specific mission of promoting and popularising sports among police and security personnel throughout the Arab world.

In addition to coordinating endeavours in this area, the federation arranges training courses and competitions for Arab police teams in various sporting disciplines, participates in international sports events and contests, and collaborates with organisations functioning in this domain. Moreover, the federation endeavours to cultivate amicable relations among police and security personnel in Arab nations.

Fourth: Communication Divisions

To streamline coordination among member states, the Council instituted a liaison division in each country, with the primary aim of fostering communication and cooperation among member countries, the General Secretariat, specialised offices, and other entities of the Council. These divisions also collaborate with their counterparts in other member states to achieve the Council's objectives.

Functions of the Council of Arab Interior Ministers

The primary mission of the Council is to foster cooperation while coordinating efforts among Arab countries in the fields of internal security and countering crime. To fulfil this goal, the Council possesses various competencies, which include, but are not limited to, the following:

1- Developing a comprehensive policy framework to enhance joint Arab action in the field of internal security and endorsing Arab security plans that align with this policy.

2- Establishing the necessary bodies and agencies to implement its objectives, forming special committees comprising experts and advisors when required to provide suggestions and recommendations on assigned topics, and approving proposals and recommendations put forth by these committees and various joint bodies operating in the security and correctional domains.

3- Examining and endorsing the Council session's agenda, reviewing and approving the General Secretariat's annual report on the Council's activities during the session, and scrutinising the annual report prepared by the Chairperson of the Board of Directors of Naif Arab University for Security Sciences on the university's operations.

4- Reviewing and endorsing the annual report presented by the Chairperson of the Board of Directors of Naif Arab University for Security Sciences on the university's activities.

5- Endorsing the Council's annual work programmes and proposed budget, as submitted by the General Secretariat.

6- Approving and modifying the Council's internal system, administrative, and financial systems, in accordance with the prevailing administrative and financial regulations of the League of Arab States.

7- Providing assistance to Arab security apparatuses with limited capabilities.

8- Strengthening cooperation with international organisations that operate in domains related to the Council's competencies.
