Based on the recommendations of the Committee for Political Affairs that "approves the establishment of a Permanent Arab Regional Committee for Human Rights within the scope of the League of Arab States, as per report of the General Secretariat on the subject". The work of this committee has been regulated and mandated, until 2007, by the Rules of Procedure of Permanent Technical Committees' , which regulates all other Permanent Technical Committees, in accordance with Resolution 2487/S51/C4 - issued by the Council of the League of Arab States on 16th March 1969. However, in 2007, according to Resolution 6826 issued by the 128th Ordinary Session on 5th September, the internal rules of procedure for the Permanent Arab Committee for Human Rights was put into effect.
On 13th September 2015, the Rules of Procedure of the Committee was amended pursuant to Resolution 7970 issued by the 144th Ordinary Session of the Council of the League of Arab States at Ministerial Level.
