In accordance with article 48, paragraph 1, of the Arab Charter on Human Rights, States parties shall submit to the Arab Human Rights Committee (the Charter Committee) through the Secretary-General of the League of Arab States a report on the measures they have taken to implement the rights and freedoms set out in the present Charter, Within one year of the entry into force of the Charter for the State party, and thereafter every three years. The Committee seeks to establish a constructive dialogue with States parties in order to assist them in improving the implementation of the provisions of the Charter. In this context, the Arab Human Rights Committee (the Charter Committee) has adopted regulations and guidelines for the preparation and submission of reports to the Commission, with a view to assisting it to fulfill its functions under Article 48 of the Charter and to direct its work, as well as to facilitate the task of States parties in fulfilling their obligations under the Charter.
